It's because the caster is using a lot more power than the original spell to 'bolster' the original spell, just as Gandalf does with the Shutting-spell, so there must be an additional cost. If you like, you can replace the Shadow point cost with an Eye cost (if using Eye Awareness, as this would also be in keeping with the idea of having to use 'more power', and thus being more noticeable). Or you could ask for additional Hope spend....

Quite interesting. I've not been a big fan of introducing any sort of playable Wizard (mostly because I envision every Company having at least one...) but I also get the appeal. I didn't read carefully enough to quibble with the specifics (which, being me, I would of course do) but there are some good general ideas.

Maybe a Wizard culture/calling should introduce a new rating for Magic that is raised via XP, competing with Valour, Wisdom, and weapon skills. You roll the skill both to succeed (where applicable) but also to determine whether or not you pay the cost (the 'toll' in this particular document).

Ok, now I'm starting to contemplate writing my own version...
