I don't know about Android, but there is a dice program for iOS called "Dicenomicon" that pretty much can do whatever you ask it. It takes a little time to learn the functions of the code the app uses, but it can easily model the TOR dice mechanic. I've used it for about a year and a half covering everything from d20, WoD, Fate, and Qin. I love it.

So it could roll a d12 numbered 1-10 and have letters (or symbols) for the Gandalf rune and Eye of Sauron?

Would it be able to account for Weary on the d6?

You can put symbols on the sides and give them whatever values you wanted. For Gandalf rune you would give it value 100.

Weary dice would be easy. Just make a second D6 with 0 for sides 1 to 3

The only difficulty would be counting Tengwar symbols. You could have them as symbols but it wouldn't add them up and give you that and the dice total.
