Black Numenorians or other Dwarf clans are not different races they're different cultures.

I assume you mean other cultures rather than other races.. and that you mean other cultures that other people have created.
In which case: There were posts a while back containing some new elves, such and Noldor and Elves of the Grey Havens, though I cannot remember who created them (sorry if the creator reads this). Halbarad has been working on Riders of Rhovanion for a while now, I'm not sure if his article on them has appeared in Other Minds yet.
And I have created (or attempted to create) the Rohirrim. No idea if the link still works though.
I'm also almost finished with Men of Dol Amroth.

Dol Amroth is a city in southern Gondor. It's near to where one of the Elven havens was, until all the Elves that wanted to left and sailed west. In the Return of the King, the Knights of Dol Amroth turn up to help at the Battle of Pelenor

Not sure why folks have a hard time understanding the question.

Knights of Dol Amroth and any other culture not in the core rule book isn't an option.

There's a vague plan of introducing other unspecified cultures in other unspecified books at unspecified future dates.

In the meantime, you should create your own and run with it.

That's it! Enjoy northern cultures for now, no need to rush things Traibuk. Anyway, I think Black Numenoreans won't be a playable culture in the future, because they are evil men. The One Ring is not a generic Middle-earth roleplaying game, but a genre one (following Greg Stafford's Pendragon apology), it tries to reproduce The Hobbit and The Lord of the Rings tone and feeling.

I play MERPG years and years...ICE, CODA,etc...and thousands of adventures and there are moments that you need others resources....

I think that the plan is to intro at least one new culture with every new release. We already have the Men of the Lake, and I believe that the Rivendell source book will be intro'ing whatever elf culture Elrond is and as the Rangers of the North are also in the book I can assume the Dúnedain will also become a character option.

If I remember correctly the Rivendell sourcebook is supposed to add Rivendell Elves and Rangers of the North. And yes, I was referring to you Armegil. Sorry for forgetting
