If a character with Brothers to Bears is in place with darkness (a cave, a forest, etc...) can he automatically add his Attribute to Perception rolls?

The rules only mention "at night", but the implication is that the character's senses are heightened, so as LM I'd be fine with them getting the bonus in other dark situations. I mean, the Elvish cultural blessing applies at night, underground, or in a forest, so its not like Brother to Bears is really overpowered in comparison.
