Seagulls in the U.S. are slightly better behaved.

Those that constantly come into contact with humanity, particularly if fed directly, are on rare occasions willing to snatch food out of a person's hand without warning - as appears to be the case in the U.K. Mostly these are either larger seaside communities (population >350k) where they can expect constant feeding, or tourist spots where the amazed and well meaning visitors are enticed into doing it for a photo-op.

Pigeons are only slightly better. They are still rather timid creatures but have learned humans do not generally harm them. So they are willing to risk chasing after a dropped crumb among the legs of bystanders, but will dart off if those legs move unexpectedly. Again, mostly in large communities and tourist spots.

I believe their respective country cousins have more decorous manners.

Canadian geese are another matter entirely. Offensive buggers. They like to become squatters (per the legal definition), settle a spot regardless of prior ownership or usage, and will attack (repeatedly) anyone who comes nearby - despite the owner living there first and making regular use of said area!
