I actually think what you've written is perfectly fine. It gets across the 'open to interpretation' nature of things and the idea that LMs, and their respective campaigns, can develop the rules/guide further.

Alright. I'm being challenged by the weather one...
I think there's room for a 'Fair Wind' spell to aid in Journeys, but haven't found a great quote yet.
And maybe one for a mist or vapour that conceals you, but again no quote. Also, it gets close to other spells that are already in the list.
A storm one that affects enemies works thematically, but is somewhat difficult to work up mechanically (once against heroes would be easy, but adversaries don't use the same system).

Does it bother anyone else that (in theory, at least) Hobbits are the best casters? Mechanically speaking, of course.

Excellent. It's been a long day... I was just rereading that chapter a month or two ago, to once again try and get a handle on DJ Tommy B. He might well be harder than Gandalf.
