Yeah, he's one of the dusk-men from the East, probably, not a High Man of the West, who would probably carry two axes to hack orc's heads left and right at the same time in just one round. Without spending Hope points, of course.

Besides, we discovered that Dual Wielding is included in the TOR rules. Only that it takes a Hate Point to use, and heroes doesn't have Hate Points.
