I just went through every usage of the word 'Fatigue' in the rules, and I don't see that it says that anywhere. If a player wanted to be continually Weary, I don't see why they couldn't.
Yup. No rule against it.
As noted, it makes you eternally Weary until you get rid of it, but aside from that, it seems to work just fine.

I think I'm moving forward with Tantavalist's suggestion for the reasons he stated.

I found, in page 119 of the Revised Edition, under "How Encumbrance Works", the following:
As a general rule, an adventurer can carry gear with a total Encumbrance up to the character's maximum Endurance rating.

Except that says nothing about Travel Fatigue...or indeed any Fatigue beyond that provided by Encumbrance. So...per the rules, that's a very specific restriction that only applies to Fatigue from Encumbrance, not all Fatigue.

Yes, it only applies to the amount of Gear that can be selected.

Ok but at least theoretically, it's quite strange.
So without even considering why he should do such a crazy thing, let's say that my character with Travel 0 travels for 30 years without ever taking a rest, failing almost all his Fatigue checks. Can he just keep going, albeit Weary?
And let's say he's finally resting, after such a life of toil. After 30 years he could have accumulated somewhere around 2000 Fatigue points (lol). At the rate of 1 per night, he would need more than 5 years of uninterrupted rest to recover.
That just seems... odd.

Michebugio, I see you point, but by such foolishness he'd inevitably expose himself to the dangers of failed travel hazard checks and sooner or later meet his doom while adventuring. So I think the context of the game are those brakes. Besides, the fellowship phase is to recover the strength, both spiritual and physical.

For this matter, I don't think there is any rule or stricture preventing a hero from fighting a battle against 1,000,000 orcs, which lasts for 90 years. As long as he doesn't get hit, he can just keep killing orcs. Does that mean we need to "fix" this "problem"?

I think that works story-wise. There are a number of instances in which a hero pushes themselves so far, that when their adventure ends they are permanently wearied by what they have endured, and retire.
