players rolline eye in combat called shot

This came up for the first time in my game this week. I do think the RAW are intended to mean that enemies only get a called shot if one of the heroes rolls an Eye. And yes, if they miss unless they get a tengwar, that makes called shots too weak. But ruling that any successful hit on that roll is a successful called shot ... seems a bit much.

The enemy in question was an orc-chieftain with an axe, who would break the hero's shield if he succeeded, which seemed a bit harsh! He rolled a success but no tengwars, so i ruled that this counted as a normal hit. (Of course if he'd rolled tengwars it would have been a successful called shot.) That seems like a good balance to me.
