Yeah, Virtues are a bit different than Rewards and appear to be designed differently.

Mine's actually based on Spearman's Shield, which lets you combine a buckler and a Great Spear, which can wind up with better stats than that offensively (Damage 11, Edge 8, Injury 18) with only -1 Parry vs. the Long Sword/Shield combo and less Encumbrance to boot. And the Long Sword has higher Encumbrance than a Sword, which pays for its advantages somewhat, as does it keeping you from using a Great Shield.

Or to put it another way: The Reward doesn't change the Long Sword's stats at all, and indeed caps them lower (since you only get three qualities on one item), it just lets you use a shield with an existing weapon, which Spearman's Shield establishes as a thing Rewards can do.

I don't think it's too much on its own, just in combination with another benefit like Keen.

I like the idea of a weapon that grants a common skill bonus. There are armour cultural rewards that do that, but not weapons, so I think it's needed.
