Well if the goal is to help new characters catch up to experienced characters then charging XP for inherited items is a little self-defeating.

Also, from a game design perspective, I suspect it wouldn't be a meaningful 'choice', in that the cost in XP won't be the determinant: if the item fits in with the character concept then the player will probably always pay the XP, and if it doesn't fit in (e.g. a Hobbit can't inherit a Great Spear) then he'll never pay the XP. I just don't see anybody ever saying, "Hmmm...enchanted sword, or raise two skills from 1 to 2...what to do...what to do...." Except maybe facetiously.

Since it's not a real choice in that sense, I wouldn't use that mechanic.

This is not a bad idea at all!
Spend a fellowship phase training you successor. Add one XP to the starting XP of your chosen successor.
This should be limited to End of Year, though.

I agree that it is a no brainer, if you get a chance to inherit a Famous Weapon or Armour, but why should it be free?
To balance the game, then it MUST cost something, otherwise a player who want to play a Hobbit misses out of both the Great Spear and the extra XP compared to the Barding, who inherit a sword from his father...

Well, the "cost" is that you have to play the same culture, with maybe the same weapon focus, as your last character. And you might have to have done some roleplaying/storytelling beforehand to get to that point.

If the goal is to encourage players to think about multigenerational play (plus the aforementioned "give new characters a boost so they can go on adventures with the veterans") then there doesn't need to be a cost.
