The issue with this is that that's a really statistically unlikely set of rolls. 2d6 rolling a 6 3 out of 4 times is an extremely low likelihood event, and thus doesn't prove anthing about the official rule, merely that your dice were with you.

Yes, that's true!
Sorry if I seemed to be trying to prove a point with what happened in just 3 sessions. In fact, I was only trying to share what happened in our last games with the Called Shots and how terrible
sometimes they can be.

For some reason I'd held off on implementing any house rule on this, and decided to still try it out as per the RAW a few more times, just to make sure (but keeping an eye on it, still, intending to change it).
I'm glad I held off.
With only a small battle of three on three on Saturday, we had Called Shots on the heroes come up about many times. There were three cases, I think, where they actually hit. This was quite impactful, and the Called Shots proved to be nearly deadly.
I think part of it is that my PCs are getting tough enough that the minions they are going up against have more dice, meaning all the more likelihood of one of them getting a Tengwar.

That's an excellent point: rolling Tengwars is only a good thing when your opponents are weak, so as your characters progress it becomes more dangerous. In that sense, RAW scales nicely. Not overly punishing for freshly minted heroes.

So called shot is mostly a danger against high level enemies.
Seems fair. Don't need the new guy murdered by one.
