This 'un. Keep High Elves distinct to Dunedain and make Mirkwood Elves the same as middle-men and Dwarves.

I'm thinking, yes.
I'd agree. I like having circumstantial modifiers and think these are scaled okay with the values you're using as those roughly match to the terrain zones less starting EA of the RAW that you're replacing with these house rules.

Starting Value is +1 per flaw, not +1 per permanent shadow.
Hmmm... that's more complicated to explain and not as elegant. What Permanent Shadow are you thinking shouldn't contribute?
Things like Lesser Ring. High Elves are already on the top of Sauron's list. Let's not have picking a Reward make it worse.

I wonder whether or not things like the Lesser Ring should count as a remarkable item; I suppose I would leave it open to LM interpretation.

This is the most elegant change suggested for the Eye Awareness. Good work!

So if going from Free Lands to Wilderness, that increases the Awareness, but the Threshold does not change, correct?

Right. I actually scaled back the impact of transitions, but I think I'm going to out it back in, otherwise the numbers are a bit wonky for low to middle range adventurers.

If they carry around a Lesser Ring, that's extra weight.

Lesser Ring's add a Shadow point to the character so I think from a design perspective they should be affect Sauronic Awareness as part of a character's SP total or because of the item but not both. Personally I'd adopt your initial rules and go with the shadow route as it's clear and simple - if you go the remarkable item way then the first question that needs answering is: what makes an item, remarkable? Which is likely to be inconsistently applied.

Hmmm. I'm split in my mind about whether or not Permanent Shadow should impact Eye Awareness. There are arguments to be made on both sides. One thing I do like about the 'remarkable magical items' line is that it is open to interpretation, which I think fits the rules very well. As long as LMs are self-consistent, I don't think that a little bit of variation will hurt things too badly.

If I manage through my fatigue issues, I might well have a new version in a day or two.

How about "two or more enchanted qualities" as a rule for "remarkable" items?
