If you're one of my players and recognize the campaign notes I've been posting here recently, stop reading right now. I mean it.
Otherwise, I do have a thought on this. I'm planning on having my party fight a weakened Nazgul later on in the adventure (he will be weakened, not going into how just in case one of my players doesn't stop reading. If you're one of my players [you know who you are], stop or face my wrath. In this case, TWO Nazgul.) My thought is to have the Nazgul only be hit on a Gandalf or Tengwar rune. Each additional rune does one more point of damage. He'd have about 4 to 8 hit points. Basically, a roll of (8 + t + 4) would do one point of damage. (Gandalf + t + 2) would do three.
Just a thought, but its an interesting way of handling combat that still produces a very kill-able villain, but one that seems like he's not taking much damage.
