This is what preliminary dice are for. "I'll give Deuce Baggins an extra die for his Travel roll. I, um, show him how to carry a pack more efficiently."

"Cool! That gets me an AP!"

Overall I think this house rule is trying to fix a problem that doesn't exist, at least for most players.

Poosticks7 covers the sort of development in a fellowship phase (e.g. Merry learning about maps at Rivendell - which he then boasts to Pippin about after they escape the Uruk-hai) (Lore up a level): and Glorelendil's point is when Boromir is 'training' the same two hobbits in the PJ LOTR (Battle bonus dice in Moria). Sorted.
