Well, I think that Lindon might represent a good place for an Elf-character to spend a Fellowship Phase; an entire adventuring party could claim the Grey Havens as a Sanctuary. Adventure could be had in the region north of Forlindon where Snow-trolls and (perhaps) even a dragon could inhabit the mountains and Wargs and White Wolves might hunt in the wastes. My vision for Aguta the Cold-drake that she had escaped the destruction of Angband to found a hoard just north of Forlindon from treasures left by the Noldor in the First Age.

The Grey Havens might be a good place to research Lore of Arnor, Arthedain, Angmar or even Beleriand. It might be suitable for an adventure based around intrigue and spies for the Enemy.

Finrod, I don't know how well that would work as a campaign, but it certainly sounds interesting to me! I do agree it wouldn't be everybody's cup of tea.

But I think The One Ring (or, actually, Middle-Earth) is different from most fantasy settings, and I've never found "Pick Lock, Kill Kobold, Steal Loot, and Repeat" very interesting anyway. I like my games to have more depth to them. But you'd probably need to make sure the players were making characters that fit your ideas; it sounds like the Treasure Hunters calling wouldn't work well, for example.

There was a Fourth-Age MERP adventure that involved attempting to recover one or both of the palantíri that were lost in the Ice Bay of Forochel. However, that would probably be better attempted from Western Eriador than from Lindon. Still, one could be interested in trying to retrieve Noldor artefacts from the ruins of Caranthir's fortress at the site of Mount Rerir. For that matter, one might find an ancient map at the Grey Havens that might allow for the discovery of Caranthir's Halls at Lake Helevorn.
