That's fine, just know that I actually took the staves for Hobbit Bounders directly from Tolkien (
LotR, "The Scouring of the Shire"); they aren't coming out of nowhere. I needed them for my write-up of the Shire and thought that they might add some flavor to the game.

Yeah, that's was also my main reason for caring about staves. I'm not saying that in my game Hobbits can't have quarterstaves because they aren't "hobbit-made". What I do (for now) is take the man-sized stats of the weapon and reduce Damage and Injury by 2. And that becomes a Hobbit's Quarterstaff.
Hobbits are the main reason why I bother developing a staff and a sling weapon.

Yeah, that's was also my main reason for caring about staves.
Huh. But why would you need the stats? It's not like the player-heroes are going to
fight the Bounders. (I hope...)

Which is also why my Bounder's staves are statted out (including Encumbrance). Even so, misunderstandings can occur and even Hobbits can be led astray (look at Lotho Sackville-Baggins and Ted Sandyman).

Take a look at my Shire supplement (please! I could use more feedback). I included the possibility of a Hobbit-hero acquiring a new title, Bounder, which could involve being given a Bounder's stave (maybe that would be a better name for the weapon) and the opportunity to become trained in its use, if the hero cares to invest the points and time.

That´s only because they didn´t have the stats to solve the dispute. "Hey! We can´t make a Combat with this staves!" "Well, let´s have an Encounter, then." (rolls Insight for bonus die).

I'm picturing all these Hobbits holding the staves awkwardly and looking at them in bewilderment. "I only know how to use short swords and daggers. You?" "Bows, here."
