I like the Shiriff title idea. Maybe the Undertaking should be to patrol with the Shiriffs: a Feat die is rolled which determines results. If a hero does this several times and racks up some good deeds (or maybe rolls a Gandalf on any one of them) then the Title becomes available.

I think Attribute Level 4 is a bit much for a Shire Bounder. Orc Guards are AL 4, and Orc Soldiers are AL 3. One on one versus a Snaga Tracker I'd bet money on the Goblin.

Also, maybe rename the Shire-moot the Shire-meet? It seems like the sort of word that Hobbits would use a slight variation from everybody else.

Well, the name Shire-moot comes directly from Tolkien; it's canon. If I had written up the rest of the Shirriffs, the ones that do the inside policing, they would be AL 3. An Undertaking to patrol with the Bounders is an interesting notion. I'll think on it.

Oh, interesting; I didn't know that.

Ah, here it is. Funny I haven't read the prologue in years and years. Bad on me.
“The Thain was the master of the Shire-moot, and captain of the Shire-muster and the Hobbitry-in-arms; but as muster and moot were only held in times of emergency, which no longer occurred, the Thainship had ceased to be more than a nominal dignity.”

I assume that the Hobbitry-in-arms is the fighting-force formed by the Shire-muster after the muster is called for by the Shire-moot.

Or "Small Burrow-crats".

Ok, Parry and alternative to Wound (wording for that?) added to calculator:

EDIT: I introduced some bugs but they should be fixed now.

What would a halberd type weapon look like with this theory? Just curious.

I'm not sure if this version follows Glorelendils Points system exactly, but the Halberd could be considered a mix of the 2-H version of the Long-Hafted axe and a somewhat lighter Greatspear. The Encumberance would be 4 (Equal to the Greatspear, higher than the Longhafted Axe and without the flexibility of using it with a shield) and the Damage for using the spearhead is less than that of a Greatspear. You can choose between axe and spear in the beginning of a round, and the weapon has two different Called shots. This flexibility could be considered worth 2 Points in the weapon theory system.

Halberd/Polearm
Two-handed Close Combat weapon

Damage: 7
Edge: G-rune (axehead) or 9 (spearhead)
Injury: 20 (axehead) or 16 (spearhead)
Encumbrance: 4
Called Shot: Break shield (axehead) or Pierce (spearhead)
Balance: 0

That involves maths. I'm not in a maths mood (rarely am lol).
