As in, multiple times? How many Noldor have you played through enough adventures to do this?

3. Always using Fantasy Grounds with other people from here. Valarian is the usual GM. But in one game, Elfhelm wast the GM and Valarian finally got to be a PC as a Dwarf. My game with Elfhelm got pretty far, as I got all the way to Valor 4/Wisdom 5 before the game died.

What are people's thought's on the DĂșnedain of the North homebrew race that was put out a while back?
If folks aren't happy with the way Rangers are presented in Rivendell, has anyone had any success using that? Or tried to mix and match stuff from that pdf with the Rivendell character?

This doesn't answer the question, but I'd love to see an official "lesser ranger" culture that wasn't a Heroic Culture. Not sure how that fits into canon (and truthfully don't really care all that much, as long as nothing is contradicted) but basically someone with some Dunedain blood, but less pure.

I meant I'd like to see one published by C7 in a supplement.

You could argue Minas Tirith is the 'lesser Ranger' you're looking for. As for Noldor, Mirkwood and Lorien elves are the lesser elves.

What are some of the things you've seen in fan-made supplements, and in the Lorien Elves & Gondorians, that you like and think work? Do you think, given all that's out there, you could make a lesser Ranger to your liking?

No, I don't really spend time trying to craft home brew cultures because I don't use them. (I don't even really use house rules, despite my enthusiastic participation in discussing the mechanics & mathematics of them.)
That's why I said I'd love to see an
official culture.
And also because whenever C7 does come out with official material it is almost invariably more innovative, often surprisingly so, than what we fans come up with. Not always as wtfpwn powerful as some would prefer, but invariably subtle and interesting and unexpected. I would hope their "Lesser Ranger" would do the same. (Not that I actually think it's gonna happen.)

Why not?
Sure folks who write for RPG's professionally are bound to make better stuff than those of us who don't, but in the meantime, if the way Rangers are presently presented doesn't work for you, why not use ones that fit better at your table?
