Legendary Actions (Lair actions)

I am trying something new with our latest encounter - introducing Lair Actions like in D&D 5e. Legendary monsters will have legendary actions while in their lairs. I want to see how well it works in TOR. I am not sure if this has been, or will be introduced in AiMe, but I wanted to see if anyone has thoughts here.
My idea right now is:
• The Lair will have a 20 point Hate score [these can be reduced by a PC's stance actions like using Awe to Intimidate]
• Each round, the creature can enact up to 3 Lair actions, 1 at the end of any PC's turn. The actions will reduce the Lair's Hate score by a number of points for each action's cost.
• The 3 Lair actions count returns at the beginning of each round.
The Legendary creature in particular with this encounter will be the Werewolf of Mirkwood, which I have named Mornhûn [Sindarin Black-heart].
The legendary Lair actions the monster can take will be:
1) Toughness - 2 hate point cost
2) Terrible strength - 2 hate point cost
3) Holding spell - 3 hate point cost
4) Darker than Darkness - 3 hate point cost
5) Grieve - 3 hate point cost
I would love to hear your thoughts.
