The Werewolf is a boss monster. He's supposed to be ridiculously tough. That's why a campaign for the sole purpose of killing him dead is a worthy campaign.

Ok, so the Boss of an adventure cannot miss?
I'd say that the ultimate Boss of all time, in Tolkiens universe actually can miss, not once, but seven times.

Didn't Morgoth miss Fingolfin seven times in a row? I bet Morgoth has some bad... ranks in Grond.

By these rules, even if Fingolfin used all his advancements to increase parry (Additional rule from Rich) then he could still not Dodge the Werewolf once, let alone Morgoth.

Morgoth needed only one hit to kill the best warrior of the Eldar. So my point is. The Werewolf could be more fun if his bite was more lethal, but not 100% guaranteed to hit...

Morgoth's a Vala. of course he's a 1 hit kill if he hits you.

As for Fingolfin, he was rolling a LOT of Runes in that fight (loaded dice, ya know) and he was a 1st age Caliquendi with powers and abilities far greater then any player hero you can make under the rules.

You'd have to essentially quadruple all of a wood elf's stats and skills to get close to what Fingolfin was.

Wow, it took me a while to find the stats of the Werewolf. I love TOR, but finding information is a nightmare: the books are strangely organised, and the PDFs take ages to load.

He is strong in the dark, sure, but he can still miss (and no sane hero would try to fight it in the dark anyway). His lowest roll is 20 in the dark, 12 otherwise. One of the characters in my group, with the swordsmaster virtue, has a "total parry" of 21 in defensive stance, so he could dodge the WW once in a blue moon, or a bit more consistently when not in the dark.
