You know, as a Loremaster you can just do that yourself! And make Horsemanship available to anyone, where appropriate.
I'm sure that you would make allowances for Leofrings or Northmen of Rhovanion who represent remnants of their original folk.

There is an article in OM14(penned by my good self) about the Marhathiuda. These were my take on the remnant of a horse based culture in the lands that would eventually be named by TOR as the Upper and Lower Marches.
There is a Virtue based on Hound of Mirkwood called Trusty Steed. You might find it useful for comparison if you are attempting your own, horse based, Cultural Virtue.

Thanx! I'll take time out to look at it in a while. At the moment, though, I am contemplating more of a Raptor-based Cultural Virtue, especially so it could apply to either the cousins of the Horse-lords or kinsmen of the folk of Dale and the Woods (though they are all distantly related if we go back far enough).
