Use of Hope Points during Fellowship Phase

Sometimes characters get to roll for skills during the Fellowship Phase - e.g. writing a Song.
I couldn't find anything to say that a Hope point can't be used in that situation so I have allowed it.
Does anyone know anything different?

I allow it, as I allow the use of a Trait if someone is just looking for an ordinary success.

The only thing (AFAIK) that is different with Common Skills during a Fellowship phase is that the successes don't grant APs.
P.212:
"...heroes gain Advancement points during the Adventuring phase by making use of their abilities."

Yeah, with Hope being a finite resource, I'd allow it as well.

About the only thing unique would be that there wouldn't be a Fellowship Pool available.
Adventure Summaries for my long-running group (currently playing through The Darkening of Mirkwood/Mirkwood Campaign), and the Tale of Years for a second, lower-level group (in the same campaign).
