To get back to the original question, I agree that the Balrog should be attribute level 12.
Sauron is unstattable; let's just not get all silly on this one.

He must've been statable at one point, or Isildur could never have cut the One Ring off his hand in the first place. Thus, Attribute 12+Denizen of the Dark to up it to 24 in the dark is necessary, if only because Isildur had to have something to target.
Even Morgoth must've been stattable at one point, or he could not have been dealt 7 wounds in a combat by a mere elf. But he was.

That's some pretty serious meta-gaming. "X happened in a book, therefore it must be interpretable by the rules of a game derived from that book."

The Balrog I would put at around 10, and with a lot of Special Abilities (I'll try to stat him up later, I think, just for fun
).
As for the Nazgul, I think the stats for them in DoM are very good. Remember, Aragorn held back all of them at Weathertop. As has been said, their strength lies in darkness and fear, not physical power.

I rather interpret these moments, much like Eowyn's killing of the Witch King, having more to do with Divine fate/the hand of providence than any permutation, however unlikely, of numbers being crunched in the background.
In hindsight, let me be more precise with my language; it's not that Sauron, Morgoth, an Elf-Lord of the First Age or what-have-you are unstattable, so much as they are unstattable by the mechanics as presented in TOR RPG. The might be stattable, but only by using an entirely different scale. Much as Newtonian Physics explain what happens on Earth, Quantum mechanics are needed to explain what happens on the very small or very big scale.

I would say that the stats that players are able to attain are for "mortals" and that the limitations they have. The Nazgul have a physical body when cloaked in armor to give them physical manifestation. I would say that just to stand in the Balrog's aura of evil would require a TN 24 fear test. Legolas cried out on fear and I think Aragon was the only one that tried to help Gandalf if memory serves.
As to Morgoth being wounded by a mere elf I would say that elf was ancient beyond reckoning and not "mortal" by the same standard as elves now. I know he was struck down but I think that the elves have waned in power since the time of Morgoth. If not then glorfindel could have taken the Balrog on with gandalf. Just my 2 cents.
