The Orc chieftain you trialled uses an Axe (just 1 crit in 12 rounds), it's the better weapon to defeat armour, and Heroes have 2 wounds.
I think it's the worst situation for armour: that Chieftain is winning through sheer attrition.
Maybe a combat against spearmen would be different (no so much, I'm afraid).
Just an hunch, don't have the time to make my own trials at the moment.
That said, I house ruled that armours got damage reduction=number of dies: my players adopted 4d armour and are wading through arrows. But my game is pretty much "Vortigern vs Uther Pendragon" proto-Arthurian drama :p
Edit: another consideration. I think wounding blows are more important for the underdog, that can turn the table with a single sword-stroke. If you are the superior fighter, you can rely on simple attrition to win. So the critical factors are the Edge of the underdog, and the armour of the stronger fighter, not the other way around.
