A large portion of a middle-of-nowhere village have been deceived into believing that they can contact, and possibly raise, the dead. They form a sort of secret cult and many succumb to the shadow, perhaps even making pilgrimage south to the Necromancer in Dol Guldur. The party investigates, and finds out that many of these spirits are in fact elves who chose not to go to Mandos, most of which were enslaved by Sauron and used in his foul plans, with the goal of using the spirits (even possible possession a-la the barrow wight's attempt in LotR) to spread terror and discord among men in the Wilderland.

I'm running this soon, and If it works out, it should be an intrigue, investigative plot with some horror elements, and minimal combat. Even the village elder's wife is involved in the cult, though most of these people have sort-of-not-so-bad motives (she, for instance, wants to see their dead son again). Lots of corruption and fear checks, thematic dreams and faerie fires ahead.
