Do they use the same rules as heroes?

I guess they did, there's no indicication of the contrary.

Some, of course, have a skill that indicates they can automatically escape combat.

I just have them run on their turn. It then becomes the decision of the players if they want to attempt to run them down or not or to take up a bow and fell them. I don't use any special rules.

Yeah, that's how I ended up using it. Thinking about it, you can't actually use the player rules anyway, because they're stance-based.

Historically, I've had the bad guys make Movement checks. A better system might be giving each hero in a melee stance the chance to stop up to fleeing enemy with an Athletics check; all the other bad guys just get away.
You could make it crunchier by basing the TNs on stances and/or allowing extra checks for heroes in Forward (or even Open).

Wouldn't heroes in forward have an advantage in catching escaping enemies?

Why would someone in Forward stance have a better chance of catching a fleeing enemy?
You aren't mistaking the stance for a location are you?

I can see why... Someone fighting defensively is on the back foot and concentrating more on avoiding getting hurt. If an opponent simply turns and flees then they just aren't prepared for such an action so it's easier for their opponent to escape. Someone in a more aggressive stance is on the front foot so can react to someone turning tail and fleeing by attacking or grabbing them far easier than if they were in a defensive stance.

That was my thinking.
