Even so, looking a Body from a purely strength stand point: the Bardings and Lake-men are both heavily involved in boating and move trade goods, types of labor which would require a fair bit of physical prowess.
By contrast, I would think the Long-hafted axe would be a natural fit for a culture with low Body scores. The leverage provided by the haft allows the wielder to strike with stronger blows with less effort.
I also maintain that being alert and observing one's surroundings (Wits) is more beneficial to survival in the Woods than strength of Body. i.e. It's better to be able to read the warning sign of danger approaching and escape than, being strong and hoping you can win a boxing match with a bear.
To throw the Beornings into the mix: as a people who live in the Anduin Vales, the open country means they would more readily see danger coming a long way off. As such, like the Men of Dale and the Lake, Wits is less key to survival. However, they don't live in big communities, there they really more of their individual strength of body than, than force of personality (Heart).
