Surely you wouldn't need more than "Hates Dwarves with a vengeance" and "Loves Wine of the Highest Quality" as Traits?

If you just want some quick stats, the Silvan Elf Emissary (for Galion) and the Silvan Elf Sentinels (for the scouts) from page 9 of the Lake-Town Sourcebook could easily do in a pinch.

Named LM Character - Galion AL5 (disgraced Royal envoy)
TN=15 when testing vs Galion rather than TN14
3 ranks in Vocation, 2 in Perception and 2 in Movement
Hates Dwarves, Partial to Fine Wine
Basic LM character - Elven Scout
Keen-eyed - TN12 to see or hear things, Stealthy Archer - TN10 to shoot enemies of the Elves
Named LM Character - Galion AL5 (disgraced Royal envoy)
