Rules for Character Creation

I know somewhere in the forums there are the rules to create new Cultures and Backgrounds for The One Ring, but I'm unable to find them.
I've seen somewhere the different distributions of points for the Attributes, the number of points that can be distributed for the basis in Common Skills, etc.
Does someone know where to find it or does someone have it in any kind of file?

- Core Attributes: 1/3/4
- Each background adds 1/2/3 to that
- Culture has 6 specialties
- Each background has 8 distinctive features
- Each culture has weapon skills of 2F 1 1 or (2) 1 1
- Each culture has 28-32 points of common skills with no level higher than 3
- Each culture has one favored skill
- Each background has one favored skill
- Each culture has up to 3 rewards
- Each culture has up to 6 virtues
- Each culture has one cultural ability.
- Each culture has an Endurance base (16-28) and Hope Base (6-12); the sum of End+2(hope)=38-40
It looks like 2 end = 1 hope = 2 skill points.

Checked the books:
All cultures got 29 points in common skills.
Another thing to remember: each culture got a primary, secondary and tertiary attribute; no attribute can be higher than the primary, and the tertiary cannot be higher than the secondary.
I point it out because in Aramis surmise it was possible to raise a secondary attribute above a primary, for example.

Positive - but that may have been before errata, and includes the cultures in Heart of the Wild.

That's definitely always been the case for the core Cultures.

If you want to go even further and develop a new culture, here's what to do:

3) Develop a Cultural Blessing: this generally allows the culture to 'break' a rule, such as ignoring the effects of being Weary or Miserable during combat, rolling the Feat die twice when making a Fear test, and so on.
4) Common Skills: using the skill costs (below), spend 29 points with no skill achieving a final value higher than 3. Underline one skill as being 'favoured'. Favoured skills must have a value of either 2 or 3.
Skill costs: to begin with a starting value of 1, spend one point. To begin with a starting value of 2, spend 3 points. To begin with a starting value of 3, spend 6 points.
5) Weapons: develop 2 choices for the culture. The first choice follows this format: (Weapon Group) 2, specific weapon 1, specific weapon 1. The second choice follows this format: Specific Weapon (favoured) 2, specific weapon 1, specific weapon 1.
6) Specialities: devise a list of six Traits, from which the player will select two.
7) Languages: list one primary language and one secondary language (if appropriate; some races do not have a secondary language).
8) Adventuring Age: list a range (in years) that characters of this culture most often turn to adventuring.
