Haven't found the reference (yet) but I did find this:

“Fili and Kili were almost in merry mood, and finding still hanging there many golden harps strung with silver they took them and struck them; and being magical (and also untouched by the dragon, who had small interest in music) they were still in tune.”

I like it.

The main issue I have with Rivendell is the lack of rules/guidelines on Creating Magical Treasures,which I had expected to see in the Rivendell supplement.

Can someone from Cubicle 7 explain this lack?

There is a whole chapter on creating magical treasure.

I'm guessing you mean rules for Player-Heroes creating magical treasure? I'm sorry to hear that's something you were expecting - it seems a little outside of the power level of Player Heroes within TOR, and indeed the Third Age, outside of a handful of very powerful Patron-level characters.

The Artificer of Eregion virtue is as close as it's likely Player Heroes will get to making magical treasures at present.

Just a quick note:

At page 97 it's written that you cannot attribute a cultural reward to a magical item,
Yet, at page 106, Beran's Red Axe of Ruin is listed as a "splitting axe".
I think that this has slipped

I was just reading through this chapter again; I love that so many of the enchanted qualities work off Wisdom or Valour. Great way to scale items to the individual.

Thanks Jon, I missed the Artificer of Eregion virtue on first read! Of most importance for my players is the Elven-Smithing Undertaking - stand by for the tramping of PC feet to Rivendell to 'get my X enhanced/enchanted'! I think I will allow a similar Undertaking to be done elsewhere such as Erebor to deal with the inevitable player requests. :D

My question is about Enchant Item: with what? A Blessing? A Greater Blessing? Or is this left up to the LM in discussion with the player.

I'm checking with Francesco right now, but as I understand it, weapons enchanted using the Artificer of Eregion virtue can harm creatures that require weapons with Enchanted qualities. That's it. Artificer of Eregion does not bestow the ability to make Wonderous Artefacts: TOR Player Heroes don't currently get to make magical treasures like those that can be found from previous Ages.
