No, you have it right, Rich. I don't know if it's underpowered, but I certainly don't think it's overpowered.

The you do agree with bluejay as the other middle point between under/overpowered is it being balanced?

I think +1 across all Attributes could be a possibility considering the artefact in question coupled with the fact you're paying XP for it and that you're also picking up a Permanent Shadow point which is a drawback and such negatives aren't applied to other Virtues/Rewards areas far as I can recall.

I can't agree with Bluejay because I haven't reached a verdict on whether it's underpowered. I have concluded that it's not overpowered. Ergo, it might be balanced. I'm still not sure.

(It's kind of that whole guilty vs. not guilty thing; we're not going to go so far as to say you're innocent, just that you're not guilty.)

I guess I assumed we were in agreement because you previously wrote that you thought it was fairly well-balanced.

Maybe the +1 attribute is merely its face value. Who knows what else a Lesser Ring of Power might do in a campaign? I'm sure a clever Loremaster (or a cunning player) could come up with all manner of other things it might do in a campaign. Doesn't all need to be mechanical.
