Resting in a Ranger’s refuge allows each companion to recover 1 Fatigue even when travelling (only 1 point, regardless of the length of the stay).

I assume that this is in addition to this:

Recovering Endurance while Travelling:

Travelling heroes recover a reduced number of Endurance points for every prolonged rest they enjoy. As usual, the amount depends on the current health of the character:
A Wounded hero with an untreated injury does not recover any Endurance while travelling.
A Wounded hero with a treated injury recovers 1 Endurance point.
An uninjured hero recovers 2 Endurance points

Yeah, I'd say so. Encumbrance goes up and Fatigue goes down... shouldn't be any conflict.

I'm thinking that the line about 'even when travelling' is related to the inability of recovery from Travel Fatigue except through an extended rest in a 'safe place'. Normally you recover Travel Fatigue in a safe location where you have no need to set watches i.e. an inn or your home base, but that's set at one per day. It may be that the Ranger's Refuge is meant to be a 'safe location' for the purpose of Travel Fatigue recovery but only safe enough to recover one point of Travel Fatigue.

p126:

(only 1 point, regardless of the length of the stay).

Personally, I think I'll be ditching that restriction and just allow fellowships to stay and recover 1 point per day.
