A character’s Fatigue threshold is first calculated during hero creation and is normally equal to the sum of the Encumbrance ratings of the adventurer’s selection of weapons and protective gear.
Nowhere does it say anything about travel gear.
Dropping it [travel gear] before a fight would make no difference as it's not included in the character's fatigue threshold.

But Great Strength is based on Encumbrance, not Fatigue. I'm asking how to calculate "carried gear" Encumbrance.

That fatigue threshold is the same value carried gear Encumbrance amount.
p77 for Gear of War:
Their total Encumbrance score is taken into account to find a hero’s Fatigue threshold.
p77 for Travelling Gear doesn't say anything about it adding to the total encumbrance score and the hero's fatigue threshold.
Therefore travelling gear doesn't count towards 'carried gear' encumbrance.

Hmmm.
That's the interpretation I like and support, but I wish the language were more clear/precise.

It's always been clear to me, but in the other direction. Encumbrance is totaled. PERIOD.
The exception is there to say, "unless you're travelling, you aren't carrying the travel gear."

Yeah, if Travel Gear Encumbrance's only use was to determine the penalty for failing Fatigue rolls, then:
1) The word "only" would be in a different location in the critical sentence in the text.
2) Wouldn't they have called that value something other than Encumbrance?

Then I do think you're doing it wrong. The rules never tell you to add travelling gear to encumbrance. They tell you to do it for War Gear:

Similar text is not there for Travel Gear so you therefore don't add it to total encumbrance.

I really think you're overreaching on that. RPG rulebooks aren't the same as computer code. The text also doesn't say you add it anywhere else other than when calculating fatigue.
