Every time a Man of the Lone-lands takes a prolonged rest, he recovers one point of Fatigue. This recovery occurs regardless of the danger surrounding the company, for the folk of Eriador know well the need for watches and a light sleep. Even in the safety of a refuge, the Lone-lander will only recover one point each night, for they are wary of comfortable lodgings and unused to them.

That's an interesting Virtue.
II guess you mean recovery of one point of Endurance lost to Travel fatigue. IIRC the RAW recovers at that rate in a 'safe' place so there is no penalty for that but you imply that you think there is by your last sentence?
What about when Wounded and treated or not treated?
A Prolonged Rest RAW returns 2 + Heart Endurance points to Endurance lost to combat damage.
Wounded it's One point and Wounded but Treated it's Two points

Remember that failed Travel tests don't cause Endurance damage; they raise the Fatigue threshold. The new rules (page 159) make it pretty clear that the Fatigue only goes down when the heroes rest in a safe place. This cultural blessing makes it so that Lone-landers recover from fatigue no matter what; it makes them excellent on journeys.
If you wanted to do something for Endurance as well, maybe make it so that they always recover two points of Endurance each prolonged rest (even in a safe place). In other words, better when wounded, worse when in civilization than average.

Right so your suggestion is that the Lone-lander recovers Endurance as anyone else but reduces Fatigue loss due to failed Travel tests by one for every Prolonged Rest regardless of location.
That's basically as I understood your proposal but was a bit confused by your wording.
Now recovery of Endurance lost to Fatigue (raising of the fatigue threshold by failed Travel rolls) is fine but what about changes in Fatigue threshold due to removal of Encumbrance (the dropping of a helmet or treasure). That change in Fatigue threshold occurs after a Prolonged Rest would the same apply here?
Would it not be easier to have the Lone-lander reduce the Fatigue increase on a failed Travel test by one. So a failed Travel test during Winter?Autumn (Fall) is two extra points of Fatigue and in Summer/Spring one extra point rather than 3 and two respectively?

Yeah that would be a valid approach as well; and a bit simpler. Sometimes the simplest ways are better than the more complex ones.
