Rangers of the North Status

To where does a Ranger of the North Status apply? To Rivendell? Only to other Rangers? They don't have their own settlement, but I can't see a description of whom might their status affect.

Not really an answer, but I found these reading some of the new Fellowhip Undertakings from Rivendell:
A companion spending a Fellowship
phase in Rivendell (or a Ranger at home) may choose
this undertaking to go and find athelas in the wilds of
old Arnor.
Only Rangers of the North who returned home for
the Fellowship phase may select this undertaking and
spend a great many days and nights patrolling the
Weather Hills and keeping camp upon the summit of
Amon Sûl.
Ranger companions who returned home for their
Fellowship phase may visit Amon Dûn and undertake
to Heal Corruption using Travel instead of Craft or
Song.
So, it would seem that the Ranger's home is the whole region of ancient Arthedain.

In fact, I'm trying to create my own downgraded version of the Rangers, and one of the hindrances I'm thinking of is not allowing them to take the "Receive Title" fellowship undertaking. Their Status would only apply to them, never to other cultures. Only the Elf Friend Title could be gained, separated for Rivendell, Woodland, Lorien and Grey Havens settlements.

I still hold the doubt if their Status is usable at Rivendell, though.

I imagine the Northern Dunedain to maintain small settlements throughout the regions of Arthedain, Rhudaur and at least the northern portion of Cardolan; due to the Rangers' friendship with Cirdan, there may even be some Dunedain dwelling in Lindon.

Such settlements would need to be maintained by some Dunedain who are not active Rangers. Granted, the women could do much (or most) of the farming; there would still need to be blacksmiths, healers, potters and other craftsmen, stablers, etc. Again, Dunedain women could perform many of these tasks.
