Ruins of Fornost probably not as it's described in the Rivendell book
" In the southern shadows of the North Downs, what was left of Fornost has been reclaimed by nature. Its tall towers were broken during the siege of the Witch-king of Angmar and the city was sacked. Now, late in the Third Age, the stones that once paved the streets have been uprooted by trees hundreds of years old and its once-white stone walls are covered with winding ivy and spreading lichen. Indeed, an unwary traveller might walk within a few feet of this place before realising that beyond the green walls lie the ruins of an ancient city."
The ghostly inhabitants of Fornost Erain don't sleep quietly.
"All sleeping companions except Elves make a roll of Wisdom. On a failure, their dreams
are haunted by terrible visions of the slaughter of the Dúnedain of Fornost."
So not a Sanctuary.
The Bay of Forochel is west of the Ered Luin and I was specific about possible Sanctuaries east of them and North and West of Bree.
So what does 2015 hold for TOR?

Well, Annuminas was abandoned early in the Third Age and wasn't rebuilt until the Fourth Age, so it would not make for a viable Sancuary. Tower Hills doesn't seem to have a large community associated with it other than the Grey Havens. Lindon is too broadly defined to be a Sancuary, per se; I would instead consider the harbors of Forlond and Harlond.Hermes Serpent wrote:Travelling from the outskirts of Bree or the Northern Downs east to Rivendell and then possibly not finding it makes for eastern Eriador being a very dangerous place. So for potential Sancuaries in western Eriador, I would limit it to: The Shire, Bree, the Dwarf-halls of Erid Luin; the Grey Havens, Forlond and Harlond. I wonder if the Shire should be subdivided into smaller regions: Hobbiton, Buckland, Tookland, etc.; or is that over-complicating things?

Western Eriador is so sparsely described that I think it would be completely within bounds to have places analogous to Beorn's House, Easterly Inn, Woodland Hall, etc. scattered wherever needed.

Totally agree.
