Famous Weapons and Armour - Cultural Rewards?

So, I'm not sure if this has been addressed, but I searched through the forums and couldn't find anything.

The rules don't explicitly say, but can Famous Weapons and Armour also be a Cultural Reward? I saw in one of the sample indexes that one of the weapons is listed as being a Splitting Axe, which is a Reward for the Beornings, so I assume that they can be.

Does anyone know if there's been an official stance on this?
