I'm thinking more of blighted areas and corruption tests. If you've earned enough AP that you're sporting lots of 4's and 5's and you haven't spent a lot of time in Shadow Lands and Dark Lands...well wtf have you been doing? And if you have, you're gonna be failing some tests. Maybe I'm too nice; how much Shadow do you think folks should get in a typical session and/or adventure? My players are almost too straight and narrow; the worst thing they've ever done is confiscate some "evidence" in the form of gold coins from Hartfast without his knowledge. Of course, Hartfast was a real jerk to them.
The other side of the coin, of course, is Hope. If you're that high level you're probably also running out of Hope. The twain meet, and the next thing you know it's Permanent Shadow points.
EDIT: This is all conjecture for me, of course. None of my characters are that high level. But these mechanics are part of what makes TOR unique and draws me to the game.
