It's supposed to be an advantage. Doubling your chances of triggering a Hazard seems a high price to pay for reducing the chance of getting some fatigue.

Of course the eye does not "stick" if you reroll the dice and choose the second result. The eye is not the result of the dice in that case, no more than a '1" is the result if you reroll a d6 and getting another value on the reroll. I'd say this is pretty obvious.

Hermes, let me ask you a question.
If a Hobbit with Fair Shot makes a Called Shot, and rolls a Sauron and a successful result do they have a Fumble? Do they get the shot off and then fumble?

I'd probably say the Hobbit would have broken the bow string and lose their next shot replacing it. I don't think I'd make the shot miss if the total managed to achieve a success against the required TN.
