LMs: How do you handle The Toft?

So, I just reread the section about the area my group is in now (from Heart of the Wild), and there is a town there called The Toft. Also, it says that the leader of the Toft employs a garrison of orcs in addition to his human guards.

So my question would be: how visible to the common people of the Toft would these orcs be? Are they patrolling the streets of the town and standing guard, or are they some kind of "secret weapon"? Any thoughts?

My group includes two opportunistic traders (a Dwarf and a Lake-man), and a Ranger who is also an Orc-Slayer. And I have a feeling they will visit the Toft very soon.

Skimming over that bit again, my impression is that he uses the Orcs as a kind of secret army. If traders are going in and out of the Toft (and there is even a respectable inn), then I can't imagine Orcs being present in the town after the fall of the Necromancer. Loitering goblins would have to be bad for business. It just says that he 'commands the loyalty' of these Orcs and uses them to strike at his enemies. So my assumption is that their holed up somewhere nearby, maybe even in the forest, and called upon by Vidugalum to intimidate or kill folks.
