I allow for daggers to be thrown in the volleys, as well as one-handed axes. Just one volley, though.
I haven't had any problem with it, the same as with throwing spears.

Thanks all. Those are good ideas for giving daggers a little more play.
I guess it needs a bit more thinking through. I'm sort of in two minds: one part of me thinks jamming a knife into an orc probably doesn't need six skill levels, so maybe another mechanism would suit this better. This also sort of fits Cubicle 7's philosophy, seemingly, since brawling and rock throwing are also covered by Dagger--kind of seems like they've made it a given, but not an important or hard-to-learn, skill.
The other part of me, which has very limited understanding of historical fighting techniques, which appreciates realism in combat, and which wants there to be more use for a weapon I kind of enjoy, feels like high skill in Dagger should mean something, and be rewarding. At the very least you can draw it quicker than a sword, right? Maybe it can have more advantage in a situation when surprised.
Anyway ... maybe the Adventurer's Companion or some future supplement will expand on it ... Why is it so hard to wait for Cubicle 7 to take more of my money!

And when Tom Bombadil gave the hobbits weapons from the Barrows:
“For each of the hobbits he chose a dagger...”
and:
“Old knives are long enough as swords for hobbit-people,’ he said.”
So if you think of short swords as big daggers (I'd call them dirks or poniards, but I'm sure some historians would jump in to edify me...), like Legolas used in the movies, for example, you may be able to do what you want with Short Sword skill.
Think of daggers as knives that might be handy for preparing dinner or whittling.

I don't want to play a double-knife wielding assassin rogue or anything like that, and don't care for dual wielding at all in fact---I really enjoy TOR's combat, the grittiness, and the abstractness, and the Tolkien-ness, but my character's got a dagger on his belt and I want to get to use it, and not just for whittling pipes!
Anyway, this is apparently kind of peculiar to me, so no big deal . . .

While creating a bit custom hero, a survivalist scout,(and my LM is flexible) when I wanted to trade one rank in Spear in favor of the Dagger, he politely refused
