I find the idea really good. In fact, while not going to change the damage/edge/injury of the short sword and dagger, I think I'll add the Piercing Blow option for a Called Shot with a dagger. In normal combat it still will be weak against greater weapons, but a precise blow landed by a skilled fighter (i.e. a succesful Called Shot)can become a new risky option: not lots of players will have enough skill points allocated to Dagger to guarantee a Called Shot success. Probably only the hobbit-ninja-assassins that use extra Battle Dice to ambush their enemies from behind

Dual-wielding hobbit ninja assassins....
But, yeah, I like the idea of a dagger possibly being able to score a killing blow. I could even see making it a primary weapon, for somebody with the right character concept and a willingness to elevate role-playing over numbers.

Surely it's the dual-morghul knife-wielding hobbit ninja assassin that's the real threat here. Smeagol with a nasty weapon like this just freezes my blood.

Whenever one of my players makes a called shot, and succeeds in at least ONE tengwar 6 roll I sort of fudge the low damage of the weapon and make up my own result.
Eg: party member aims for spider web strand Hunter Spider is descending from and succeeds. Web will break... Party member swings sword at troll's eye to dislodge the party member from his grasp and he succeeds. Grasp fails...
I don't let them one shot the Messenger of Mordor, but I do let them accomplish their intended story motive by rolling a successful called shot, disregarding the weapon chosen.
The one break in that logic is, I WILL let them one-shot a minor figure like an orc, attercop, etc with a called shot... Heroics, my dear lads! Heroics!!

Except for the last bit (one-shotting enemies, even weak ones) I like this. The spider and troll examples are great.

I might have to agree with you there, I have only had them facing Loremaster Characters that they try to tackle normally, it's just when an elf or a hobbit resorts to shanking an orc from behind and instead of saying "I want to attack X orc near Y party member with my dagger" I like rewarding the player that states "I want to make a called strike here and stick my dagger in the back of his neck right by his spine" then they go ahead and succeed with a tengwar, I feel it's only fair that the orc go down like a sack of rocks, as opposed to trying to push the encounter further with a dagger protruding from the orc's spine.
But yea, it's not likely that my party will be hopping around Arda with a "rusty dagger of shanksabunch" taking out all that vexes them
