It just allows it to be counted as if it had enchanted qualities (example for attacking a ghost). It doesn't actually gain enchanted qualities.

I'm checking with Francesco right now, but as I understand it, weapons enchanted using the Artificer of Eregion virtue can harm creatures that require weapons with Enchanted qualities. That's it. Artificer of Eregion does not bestow the ability to make Wonderous Artefacts: TOR Player Heroes don't currently get to make magical treasures like those that can be found from previous Ages.
There you go - at present no new Enchantments (although I plan to provide such in my Magic Supplement when finished)
