Even if the vast majority of MERP adventures are not suitable for use with TOR without massive alterations, I see no reason why you couldn't lift various NPCs out of MERP for use in your campaign (Thranduil's Queen, for instance). You could borrow names, descriptions and backgrounds and develop the NPCs' stats as appropriate to your game. For example:
LADY ARHENDRIHIL
Sinda Elf. Wife to King Thranduil of the Woodland Realm and mother of Legolas. The Queen is kin to the House of Thingol through the family of Elmo. She stands as tall as Thranduil and is known for her great beauty, her cascade of silver hair and her warm disposition.
Attribute Level: 10
Specialities: Elven-lore
Distinctive Features: Fair, Fair-spoken
Relevant Skills: Courtesy ****, Insight ***

Absolutely, I don't think that was in much doubt; it was the mechanics of converting the 'stats' of such NPCs that we were advising to steer clear of. I regularly mine MERP for ideas that fit TOR, but have to wade through content that doesn't fit - especially the adventures where more are of little use rather than of great benefit.

I myself used the old MERP adventure of the River Running (big book) to mine many of the notions, names, places, events for the adventure I did with my campaign when the heroes went down the river in search of the elven wine steward - which was not at all part of that book.
So the adventure was similar only in that I used the places, and ideas along the river to use for flavor and narrative; but the encounters, and such were TOR based with their stats.
