I was just trying to say that I understand that magic items are fun, and leaving it entirely to chance...e.g. the chance that your players never roll Gandalfs and therefore never get any magic items...could be disappointing.
I don't mean you should throw magic items at your players, but there can be a mix of pre-determined plot items and lucky/serendipity.

In fact I designed my Magical Treasure Index for my campaign (available in my Resources Page see link in my sig) to have a few options for each character so they don't get dudded by an unlucky dice roll. As a LM I love this because I can always give a PC one of these items as a reward if it makes more sense story wise.
The items that are important to the story ( Rod of Junast, Swordpiece of Aule) I included even though the Pcs are intended to find these.
