I think trying to extrapolate British regional accents to races in Middle-earth is extremely odd as such races speak different languages not English so why would they have regional accents associated with England? It's far more likely that they'd speak with very different accents so Norwegian or Welsh for the Elves, Japanese for Dwarves, etc. Not that I'm necessarily proposing those, mind.

But don't they use the same language, Westron to communicate with each other? So their original languages must have some kind of effect on their ability to speak the Westron properly.

Ahhhhh, the old 'universally used common speech'! Even if it exists it's not necessarily English and don't the French and Japanese speak with non-english accents when speaking English? My point being their accents are determined by their mother tongue which isn't shared across all the different races and cultures.

On another note, does TOR use Westron at all? Can't remember but isn't Dalish the nearest to a common tongue in Wilderland?
