Hazard Question

In our game on Saturday I had a Hazard triggered and when selecting the target I rolled an Eye/Sauron icon, which reads “The Loremaster chooses one role not currently covered (if available)”. Being as all the spots were covered, would you just roll again? Choose whomever you want?

[Obviously the LM can do whatever they feels is appropriate; I’m inquiring if there’s an official answer that’s been articulated anywhere before or a consensus that the community has come to]

The LM chooses the worst option for the players: The character with the lowest skill in his role, bearing in mind that a Weary character can be worse (even with higher skill) than a lower skilled one.

You know, I remember reading that before, Falenthal. And it makes sense. Know where that's said anywhere (like in any of the books?)
