In certain FPs, like "Search for Answers" from DoM p.33, the heroes con make a sort of "preliminary roll" which can add to the result of the 12-side dice.
What's the maximum result, then? A 10 or a Gandalf?
Example: Beli, the Dwarf, wants to know more about the Famous Chainmail he found at the spider's hoard. He has Glóin as a Patron and asks him about information during his Fellowship Phase.
He has no applicable Lore Speciality, but his Lore test results in an extraordinary success, allowing for a +4 to his roll on the table!
The 12-sided dice rolls on the table and comes up with a 8.
Does the +4 turn it into a 10 (the best possible result) or into a Gandalf (not so good as a 10)?
I would say the maximum cap is 10, not Gandalf, but you never know...

I read it the same way. In my campaign only luck can give a Gandalf rune. Preperation can only give you 10. But I don't think this is made explicit anywhere

My guess is that the maximum numeric value you can get is 10, the Gandalf is a special result that can only happen on its own, the Edge rolls are just a partial exception to this.
