Well, as the only mace mentioned in Tolkien (not sure where) is Grond (the one used by Sauron) is probably the reason they weren't included. Everyone else used a bladed weapon of some type. Though I think you could easily home rule something up.

The Witch King uses a mace when fighting with Eowyn ... was just re-reading that section last night

Helm Hammerhand, king of Rohan used a hammer.

Are you sure about that? I thought that Helm fought unarmed because he believed if he carried no weapon then none could harm him. I believe his name refers to the fact that his bare hands are like hammers.
